Tally Zingher is the Managing Director, Blue Laurel Advisors, an advisory firm that advises leading companies in strategic opportunities across the MENA region. She is also the CEO and co-founder of Dawsat, a leading Arabic-language platform for health and wellness in the Middle East. 

Tally started her career as a technology M&A investment banker and corporate lawyer in New York and the UAE. Tally holds a bachelor’s degree in Economics and Middle Eastern studies from Harvard College, an M.P.A. in international development economics from the Harvard Kennedy School, and a J.D. from Harvard Law School. Tally is a fellow of the Middle East Leadership Initiative of the Aspen Institute Global Leadership Network.

Ms. Laila Aljassmi

IL-GCC Chairwoman, Founder & CEO of Health Beyond Borders

Health Beyond Borders is a bespoke Dubai-based health care advisory firm focused on the following services; Healthcare Strategy and Research, Health Investment Facilitation, Healthcare Marketing and Business Development in UAE, Medical Tourism Consulting and advising. Prior to this Laila was the CEO of Health Policy and Strategy sector at Dubai Health Authority (DHA). She was responsible for the development of the policy and legislation for the health system in the Emirate of Dubai driven from Dubai Strategic Plan (DSP). She was leading the process of Dubai health reform that took place in 2007. and responsible for the development of Dubai Health Insurance Model 2009. Laila also was leading the Dubai medical tourism initiative which was launched in 2012 to place Dubai in the world health
tourism map. Laila is a member of Board of Governor for Rak Medical & Health Sciences University as well as
Dubai Pakistan Association which is non-profit. She is also a member of Global Health Travel Council since 2013.

Ibrahim has a solid background in destination marketing and customer relations, having worked in the travel & tourism industry for more than 12 years during which he has led various promotion campaigns for Dubai, Abu Dhabi and Al Ain. He started his career with the Department of Tourism & Commerce Marketing (DTCM) in Dubai where he was Manager Overseas Promotions for 10 years. He has also led successful marketing and brand management initiatives over a period of six years as Director of Marketing & Corporate Communications in the Dubai Airport Free Zone and as Director of Marketing for the Dubai Flower Centre, a perishable goods transshipment hub. Ibrahim Ahli assists investors with their service requirements and supports companies looking to set up in Dubai or any of its free zones to serve local, regional and international markets. 


Mr. Marwan Abdulaziz Janahi

Managing Director of Dubai Science Park

Janahi has played an instrumental role in establishing Dubai Science Park as the region’s leading community for scientific research and innovation, attracting more than 400 companies and strengthening partnerships among corporations, universities, and communities. Janahi also serves as Chairing Member of the Pharmaceuticals and Medical Equipment Taskforce of the Dubai Industrial Strategy. In this capacity, he works with the Executive Council of Dubai to increase research and development investments, and enhance local pharmaceutical infrastructure and manufacturing capabilities.

Prior to his current position, Janahi held various roles from Sales Manager to Director at DuBiotech and EnPark, two free zones that have joined forces to now form Dubai Science Park. Early in his career, he worked as Commercial Manager for the UAE and Iran at Davidoff, the Swiss luxury goods brand, and as Business Analyst at DUBAL.

Israeli Ministry of Economy & Industry

Noa is currently responsible for the Ministry's operations in the UAE and Middle East. Prior to that, she spent 3 years managing the Ministry's operations in Africa, with the goal of promoting the trade, business and knowledge sharing between Israel and African countries. She also liaised and operated the funds and collaborations with the International Financial Development Institutions Israel is a member of, such as The World Bank, the Inter-American Development Bank, International Finance Corporation and more. Prior joining the Ministry of Economy and Industry, Noa was a Special Projects Director for 'Safari Company', leading trade and tourism projects. She also spend 3 years in NY, USA and 2 years in Cape Town, SA, developing global Jewish leadership and initiating Israel – USA/ SA collaborations, through the Jewish Agency for Israel. Noa holds a B.A in Mass Communications and Media from the Interdisciplinary Center, Herzliya, and an MBA from the International Business School of Ben Gurion University.

Dr. Ibtesam Al Bastaki
Director of Investment & Partnership Dubai Health Authority

Dr. Ibtesam is responsible of development of various Health projects within Emirates of Dubai. In addition to her main role, she also leads advices and guides on the best practices to ensure a proper holistic expansion in health care industries within UAE.

Previously, Dr. Ibtesam Al Bastaki was heading the health strategy and performance team at Prime Minister Office to aim and achieve the UAE vision 2021.

In addition, she was involved in Ministry of Health (MOH) and the DHA. She has had the opportunity to be involved in several projects and fundraising projects within her capacity as the Director of Business Development and Projects at the DHA.

She has been awarded for Dubai Government Excellence Award for a shared project called ORAT in 2011 and currently she is a scientific chair for International Family Medicine that was launched in February 2014. In addition, she heads the Jury Committee for Special Needs for Her Royal Highness Princess Haya since June 2014.
